the territory, or the Consular Representative of a friendly Power under whose protection they are, should give evidence that the said pledges are signed or given with their knowledge and consent.
Art. 54. All disputes and misunderstandings arising between the municipal management and the railway management shall be decided by the general management.
Art. 55. To these Regulations is attached a plan confirmed by the management of the Railway Company, upon which the general management of the territory shall depend.
Projected Rules for the Introduction of the General Administration of Harbin,
Rule 1. After the confirmation of these rules and plans, the manager of the Eastern Chinese Railway Company will publish the fact in the local newspapers for the information of the public of Harbin, and by separate notices previously made will designate the requirements of persons answering to the stipulations of these rules in regard to attendance at elections, without regard to the payment of taxes. A special Committee will be organized by the manager of the Railway Company from among the holders of leased ground, property owners, and owners of trade and industrial establishments on the territory upon which the public management will be instituted. When the above-mentioned list will be finished, all persons included in the list will be called by the manager of the Railway Company to the first electoral meeting, in accordance with Articles 11, 13, 14, 15, 17, and 31 of these Regulations, with the one exception that the functions of the Town Council and its chairman, in relation to this meeting, will be assumed by the manager of the Railway Company, or by a person appointed by him.
Rule 2. The assembly of delegates, elected in stated order, will elect a chairman and three members of the Town Council. At the same time the manager of the railway shall appoint two members of the Town Council, regarding which he will inform the chairman of the Council.
Rule 3. The Town Council shall receive from the management of the Eastern Chinese Railway Company all business, residue of revenues, documents and contracts in the keeping of the town, the transfer, free of cost, of the streets, public gardens, and parks, bridges, &c., which are located within the limits of the town territory, and also an inventory of the property and constructions thereon, which will be transferred with the consent of the management and the general administration, free of cost, or at a price agreed upon. Complete records and inventories shall be made according to the transfer.
Rule 4. All persons holding positions in the town municipality and in the keeping of the town in good order shall come under the management of the Town Council, and continue to do their duties until they are affirmed in their respective positions in preference to new persons, in accordance with the manner set forth in these Rules, or until the positions occupied by them are abolished, receiving until affirmation remuneration in accordance with the estimate of the town, and with their rank salaries and allowances. Employés discharged from the municipality by the Town Council shall receive from the town funds assistance in accordance with the Regulations existing on the Eastern Chinese Railway Company.
Rule 5. All expenses incurred in transferring the territory of Harbin shall be paid from the town funds, commencing from the date of election of the Town Council, and all sums expended by the management of the railway in behalf of said requirements shall be returned to it by the municipal management.
Rule 6. All obligatory decisions given out by the railway management shall remain in force until new decisions shall be agreed upon and approved by this management.
Rule 7. The municipal administration shall accept all responsibility for the performance or execution of all contracts, agreements, and matters and affairs relating to the municipality entered into by the Eastern Chinese Railway Company, and not concluded by the time stated in Rule 5. In case agents or creditors shall present claims to the Eastern Chinese Railway Company concerning the aforesaid subjects, the municipality shall liquidate these claims with its own means, and must reimburse the Company for all sums that can be collected from it in consequence of such claims.

Obligatory Regulations from the Manager of the Eastern Chinese Railway Company,

REGARDING the opening and conducting of trade and industrial establishments within the territory of the Eastern Chinese Railway Company.
The following Regulations are promulgated to govern the opening and conducting of trade and industrial establishments of different kinds, independently of special conditions, the observance of which shall be obligatory in various aspects in conducting trade and industry.
1. Each person wishing to open a trade or industrial establishment must make a declaration to the management of the railway, in order to receive a corresponding licence.
2. Each trade and industrial establishment will be given a separate licence.
3. Licences can be given in the name of an individual person or joint owners, also to Societies and Companies, and it shall have strength only for the party in whose name it was given or transferred according to Article 5.
4. Licences will be given for one year, and must be renewed each year before the 1st January, and for a newly established trade or industrial enterprise licences may be obtained at any time of the year, but for the term not later than the 31st December of the year in which they were given.
5. For each trade licence will be collected to cover the expenses of supporting the trade supervision the following payments-
(a.) For the right of peddling, 1 rouble,
(b.) For the right of trade in shops in the markets, 2 roubles.
(c.) For the right of all other trades and industries, 3 roubles.
6. The declaration in order to receive a licence for the right to open a trade or industrial establishment shall be sent to the land department of the Railway Administration. In this declaration must be stated separately for each trade and industrial establishment----
(a.) The name and station of the person or Society or Company for which the licence is asked; and
(b.) The kind of undertaking, and the place where the establishment is located, giving the street and the number of the house or store.
With the declaration applying for the licence, in case of Companies or Societies, a copy of the Agreement made by the Company, or an extract of the same, or the statutes of the Society, authenticated by a notary, must be inclosed.
7. The trades and industrial establishments which, according to their origin (or nature) must have a number of labourers or clerks, or of the public, such as factories, shops, hotels, restaurants, boarding-houses, lodging-houses, circuses, theatres, baths, &c., must be first examined by a special Sanitary Technical Committee, which must submit a written statement of examination before licences are given.
8. If before the expiration of the term of the trade licence the enterprise will be transferred to another party, or it will be removed to another place or in another shop of the same owner, such fact must be declared within one month to the superintendent of local trade, in order that such fact might be indorsed on the licence.
9. The trade licence must be posted or kept in a conspicuous place in the same trade or industrial establishment to which it was issued, excepting that each such establishment must have above the entrance a sign stating the kind of trade or industry in which it is engaged and the name of the owner.
10. All persons of the trade superintendency, in the verification of the trade and other establishments, shall have the right, without impediment, to go into the trade and industrial establishments, warehouses, and other different places, where trade or other business is being conducted.
11. After the verification of each trade and industrial establishment, where it is found that the Regulations have not been observed in the proper manner, a Protocol...
